Julian Gayfer //
I am an experienced evaluator building on over 20 years work helping public sector organisations to re-examine their role, formulate new vision and institute changes to improve their working practice to fit with new policy agendas and accountability requirements.
I am currently Project Director of the Joint Evaluation of the Paris Declaration (Phase 2), one of the foundations of the current global aid architecture. Other recent consultancy work has focused on strengthening the monitoring & evaluation function and Performance Management Systems of bilateral agencies including the UK Government’s Department for International Development (DFID), AusAid and the Swiss Agency for Development and Cooperation (SDC). I have also recently led an evaluation of the decentralisation of the African Development Bank.
This work draws on diverse consulting experience on governance issues and my earlier experience as an Adviser and Programme Manager with DFID, working mainly in the arena of rural livelihoods and the environment. I have broad experience across Asia (14 years in South Asia) and Africa and am familiar with the organisation of a wide range of bilateral and multi-lateral development co-operation programmes. I have designed, managed and conducted several Country Programme Evaluations and have a good understanding of the way in which the structures and systems of bilateral and multi-lateral agencies are adapting through new modalities to the changing aid environment.
