IOD PARC was commissioned to provide support to the Formulation of a Strategic Plan for UN Women during the transition from four pre-existing UN gender entities into one cohesive and well-functioning organization called UN Women.
As part of this work, a robust theory of change was developed that will serve as the overarching framework for the Strategic Plan, i.e., the ultimate goal that UN Women seeks to support, the pathways that will enable the change to happen. The inputs included the provision of advice on the drafting and finalization of results statements and a matrix of results that UN Women would aim to achieve given its mandate. The consultants worked with the Task Team to develop ideas regarding indicators and targets for the results and guidance on the development of baseline information relevant to the results and indicators.
