Evaluation Update: International HIV/AIDS Alliance Strategy

IOD PARC was commissioned to review progress towards the achievement of the Alliance's intended outcomes for its strategy "HIV, Health and Human Rights: Sustaining Community Action 2013-2020". A mid-term evaluation was carried out to guide the implementation of the remaining phase of the Strategy. The main objective of this evaluation was to assess the Alliance's performance in achieving outcomes of the strategy results framework and selected thematic areas. The specific objectives were to review progress against selected outcome indicators and to review progress on priority cross-cutting thematic areas. The assignment's phases consisted of: inception and design; data collection including two in-depth field studies; and analysis and dissemination. The final report was accompanied by a summary presentation.
Key to the evaluation were two in-depth field studies using interviews, focus groups and participatory workshops in Uganda and a Cambodia with key stakeholders. Debriefing sessions were held following the field visits to validate and discuss findings which, along with data analysis findings, informed draft and final reports and a summary presentation to the Alliance.
