Evaluation of WHO Presence in Countries

In 2015, IOD PARC was commissioned by WHO to evaluate its presence in countries. The aim of the evaluation was to provide evidence on progress towards the contribution of WHO to country-level goals and to the Organisation's wider outcomes.
This was a complex, multi-level and multi-stakeholder evaluation which reviewed the contribution of WHO presence in countries towards addressing global, regional and individual countries' health priorities and needs, and how WHO adds value at country level. As an aspect of understanding WHO's total contribution of value, the evaluation considered the synergies and organisational relationships across the three levels of WHO. The evaluation reviewed WHO's contributions to countries, the nature and extent of its engagement with country governments and other country partners, and the alignment of WHO's objectives with country health and development goals.
The evaluation methodology was based on visits to eight countries in six WHO Regions, a global survey of Member States, country partners and WHO staff, interviews with regional and global partners, and a literature review.
