Evaluation of the Assistance of the African Development Bank to Fragile States

IOD PARC was commissioned by the African Development Bank (AfDB) to evaluate the relevance, effectiveness, efficiency and sustainability of their support to fragile states over a 12-year period.
The Evaluation assessed the AfDB’s contributions over the past decade to meeting the development challenges of its regional member countries in fragile situations. In particular, it focused on the period since the 2008 adoption of the Strategy for Enhanced Engagement in Fragile States. The report built on the evidence from a headquarters study, three country field studies, and three country desk studies, all conducted since September 2011. Recommendations focused on a shift in the Bank’s programmatic approach, organisational oversight system, institutional arrangements, and improving co-ordination.
The evaluation results were requested by the Members of the Bank Group’s Board in time to inform the 2012 Mid-Term Review of ADF 12. The Evaluation of the Assistance of the African Development Bank to Fragile States repot can be found here.
